other people can't use bot #1016

my friend can't use this bot when they gonna use it reply You cannot execute "'random on'. You are missing the 'cmd.play.on' right!" i don't know how to fix can someone answer me please

I meet this queation too,and i tried to edit the file"rights.toml",but it still doesn't work,ineed help too.
