SSL not working in or outside of the localhost #120

What steps will reproduce the problem?
1. TCP port 8180 SSL port 8181
2. floowed instructions
3. checked SSL support, nogo

What is the expected output? What do you see instead?
page cannot be displayed. working page to log into

What version of the product are you using? On what operating system?
windows server 2003 

Please provide any additional information below.

been checking SSL settings and nothing resolves issue. 
same settings have been compared with exisiting site on same server that 
supports SSL and nogo.

this is a private server on a hosting site. 
not a shared server hosting package.
