Program fails to install #80

What steps will reproduce the problem?
1. installing beta to IIS server
2. I then get,  there is a problem with this windows installer package. A 
program run as part of th setup did not finish as expected. Contact your 
support personnel or package vendor.
3. Then the program unistalls

What is the expected output? What do you see instead?

The program wont install
What version of the product are you using? On what operating system?
