We need to have the ability to designate "pre-selected" lottery entrants, with the ability to draw them specifically without the public knowing which runners were pre-selected.

[x] Add a boolean pre_selected column to the lottery entrants table
[x] Add a searchable entrants table to the Setup view
[x] Add entrant forms allowing a lottery owner to designate pre-selected entrants
[x] Add buttons to draw tickets for pre-selected entrants
