GrhData.dat auto update #244

The grhdata.dat file should probably have some failover support when it can't 
find the given file or key.  

for example, if i add content to the devcontent folder, auto update the 
grhdata's and then decide to remove the content from the devcontent folder.  
The editor won't load and you can't update the grhdata.dat to reflect the 
changes you made in the devcontent folder. trying to manually fix the problem 
in the grhdatas would be an absolute nightmare.

Doesn't the dialog stating the texture is missing come up? That is what it is 
supposed to do at least (if I am understanding the issue correctly).
