Message sent to clients when
- character logs into a world
- character logs out
- character levels up (optional)

A character logging in/out message should only be with players on a friends 
list. 
Not a world notification.

For an indie game, it can be nice to have since you'll usually have <10 players 
on at once.

Exactly, it's easy enough to limit this to friend list people (e.g. filter on 
clientside or something).
