Add option to download "development version" from webUI #26

Done, you can upgrade the device by browsing to: http://MINER_IP/upgrade_dev.php

This will download and install a tar from: http://storage.googleapis.com/spond_firmware/development.tar

Note there is no versioning for development at the moment (to save time), we can add it later if needed.

Also due to Google CDN, best idea to wait a minute or two after the development version have been uploaded (as it same name).
