Block glitched on explosion and caused constant server spam #3020

I am currently running

Forge: 14.23.5.2846 Mekanism: Mekanism-1.12.2-9.8.2.389 SpongeForge: 1.12.2-2838-7.1.7

Issue Description

I'm not sure if this is the cause, but this is what was reported to me. While someone was raiding another members faction they used tnt and a block got stuck in some sort of weird state. It kept playing the explosion effects and sounds and constantly spammed the server. Restarting the server didnt fix it, the only thing that fixed it was removing that block that thankfully someone showed me where it was. The block that was glitched was a basic energy cell from thermal expansion.

I asked on the sponge discord and they said to report to mek github, reported there and they said its a sponge issue(https://github.com/mekanism/Mekanism/issues/5681). So Im not sure.

Very interesting... I have a hunch about what's causing this, but I'm not 100% sure. Just going to leave some thoughts for future self (and whoever decides to try and figure this bug out):
