SpongeForge crashed when I put it into mods dir and run forge for the first time #3221

I am currently running

Issue Description I have just run java -jar forge-installer.jar --installServer and intalled forge server successfully. And then I run java -jar forge-universal and accepted eula and the server launched. Then I stopped the server, dragging the jar file of SpongeForge to the mods dir, and run the server again. Then the server crashed.

Since I used the right version of forge and have no other mods installed, I opened the issue.

For the record, the latest build is "expired" (no longer available) in the github workflow. We can only download the latest recommended build.
