SpongeVanilla fails to allow you to overwrite vanilla recipes, vs SpongeForge #396

Using: Minecraft: 1.12.2 SpongeAPI: 7.1.0-4f54ce0d Sponge: 1.12.2-7.1.5-SNAPSHOT SpongeVanilla: 1.12.2-7.1.5-RC135

While using vanilla it seems the Minecraft ID cannot be "overwritten", in this case "minecraft:arrow" which can be done using SpongeForge. Server crashes logging this: https://hastebin.com/cenumefave.rb
