Update nexus-staging-maven-plugin version #258

Update the nexus-staging-maven-plugin version to fix the issue with reflective access in Java 17.

CI Error: servers must contain id, (username and password) or configuration

I suspect that it's because the repo-level secrets are not available in the PR for security reasons.

Merging anyway.
