[BUG] Processing project management proposal for an existing project fails on Arbitrum

To Reproduce Steps to reproduce the behavior:

1. Go to a proposed and approved project on Arbitrum
2. Click on Process
3. Observe the error message

Expected behavior Process should work fine for approved projects.
