pause game when updating tech #31

when updating tech / window is opened, game should be paused (imo)

I'm not sure about this, I like it the way it is, and I've seen some people agree with that. I think it should perhaps be an option to auto-pause, which can be turned on by default. Perhaps a checkbox would be good enough.
