Create a `devcontainer.json` #504

Right now standing up a new local environment for Sprocket is a tedious process at best; to make this a little easier we should create a devcontainer.json.

This will enable a much smoother on-ramp for platforms like Github Codespaces or DevPod

The devcontainer should include:

pnpm environment setup
timescale instance
redis instance
rabbitmq instance
