28 remove current and future risk control strategies #31

Removing workaround for current vs future risk calculation support, addressing #28.

@scp93ch : Note that this change should not require any updates in system-modeller. However, it may cause failures in system-modeller clients that expect to enable/disable the artificial controls. You may want to check this won't cause issues for @panositi before going ahead with the merge.

Hold fire on this one - we need to add another secondary threat to complete the chain from DoS attacks from subnets off any client path with service overload and availability.
