There appears to be no issue with uploading cartridges from the internet connection at my office.
Are there specific connection requirements for the prophet uploader?
there are no specific requirement for internet connection (except it must be stable)
Might there be some way to manually select cartridges to upload so that the uploader doesn't have to upload all 128 cartridges in the repo at once?
Apparently a 24mbps upload speed is not good enough and results in timeout.
Add cartridges array to your dw.json file:

hi @jalanipa is the issue still actual?
PS. few people has been reported that restart sandbox solves similar issues
feel free to reopen in case this is actual
This is probably due to the Salesforce sandbox maintenance schedule happens every Thursday according to IST timing. Note: Commenting this as I am facing this issue and the tech lead gave feedback.
For whatever reason, the Prophet Uploader will re-initiate uploads and delete all cartridges that I am trying to upload to my sandbox and I cannot detect a valid reason for it doing so.
At any point between 50%-90% of the cartridges being uploaded, the connection will time out, try to re-upload, validate the connection successfully, begin uploading cartridges then clean up the code version (leaving the sandbox empty). After 3 or 4 attempts, the process will quit and there is nothing reflected in my sandbox.
The internet connection that I am using is very fast (156mbps, ping to the sandbox is 20-30ms) and there should be no risk of anything timing out on it.
Disabling and re-enabling the uploader does not resolve the issue.
Here is the output:
