Note Block as Peripheral not up to snuff #279

Playing the 1.12.2 pack, 1.3.2,, cc:tweaked version 1.89.2, plethora/plethora core 1.2.3. It's easy to replicate, so I can go get a log if you need but it feels unnecessary. The bug is using computers/turtles/neural interface and using the note block as a peripheral. When you play a sound, such as music from the record sounds or a longer noise (I imagine its always a thing, but is more obvious with longer tracks), it simply plays the sound from a location originating in or near the computer (or yourself, given the neural interface) and has no method for stopping, pausing, moving, or any nature of quality of life dealing with altering or modifying it. Suggestions are to maybe add methods to originate from a different source, to be able to stop or possibly just pause and resume the noise(s), and maybe even to have the noise be able to follow the player (or mob) if done from a neural interface.

My dream of mobile minecraft record jukebox was stifled, and it makes me sad.
