Have the minimals .eslintrc.js in files #2

So it will be applicable by the future npx command, and with my soon mdol package, it will automatically populate the README. No more changing twice the gev corresponding .eslintrc.js and this README! This will be the single source of truth for my eslint configs.

I think I meant to have the examples dir / apply it over npx. Already done.
