Seems to be a corrupt download.

The SHA1 checksum checks out so maybe a corrupted file in the archive?

I have the same issue with the OS X App 3.2!
Even if I Ctrl-Click on the file to open.

Problem Solved - you need to "Allow applications downloaded from: Anywhere"
checked in the Security and Privacy settings in your System Preferences.
Ctrl-Clicking normally solves that problem, but, this time, apparently not...
Mark this as "Solved"?

Looks to be related to the new code signing stuff introduced in Mountain Lion
(and 10.7.5):http://support.apple.com/kb/ht5290
Fixing this properly will probably require some code signing support to be
added to the osxappbundle maven plugin.
