docs: update all issue forms #231

I will add following issue forms:
- bug issue form
- feature issue form
- refactor issue form
I will add this based on conventions and also include a proper checklist to take information like whether the contributor has:
- checked existing issues
- read contribution guidelines
- is a GSSoC'23 contributor

I will do this under GSSoC'23.

Please assign me, then I will make a PR.
