feat: add pwa capability #13

should be quite simple with webpack + workbox, simply import them and test!

This is mostly complete it seems, just requiring a final test with an HTTPS site, so blocked atm, and running through lighthouse tests to ensure the "Add to homescreen" prompt shows up!
