Improve the user experience for proposal and vault creation

Currently the flow of the application goes like:

1. To create a funding vault Landing page->dashboard->Create vault page
2. To add funds to the vault Landing page->dashboard->find your vault->Vault details page->Add funds
3. To create a proposal Landing page->dashboard->find the vault on the table on the dashboard->vault details page->create proposal page

These experiences can be improved by providing a guided and more properly separated user interface for different kind of users:

1. Vault Creators
2. Proposal Creators
