Kubernetes client certs #19

New configuration options cert_path and cert_key_path allow client certs to be used for kubernetes authentication
config_override now defined as a secret

also rolls in:

0.7.0

Actions no longer dynamically generate a client when run

@AndyMoore Looks like lots of conflicts here - probably due to changed Action import path. Maybe best thing here is to regenerate the actions, using updated packgen?

not yet - just iterating over it in the branch as i've been making/testing quite a few additional changes - i'll rebuild from the packgen when it's working though

the conflicts are almost certainly the action import path ones..

will close as a PR for now though to reduce noise
