Custom nginx #258

Adds st2web_nginx_conf to expose a configuration option to provide a custom nginx.conf file.

Defaults to: /usr/share/doc/st2/conf/nginx/st2.conf

This looks damn good and consistent now :+1: Please also check the ansible-lint warnings in CI.
