Deprecate chef-stackstorm due to no interest from Community #78

Due to low interest from the StackStorm Community chef-stackstorm cookbook support and development will be discontinued.

https://supermarket.chef.io/cookbooks/stackstorm was updated with the deprecation notice as well.

If anyone is still using this deployment method and interested in maintaining Chef Cookbooks, feel free to contact StackStorm project Owners.
