Add CI #19

@warrenvw Seems like with the both reboot.sh + Packer v1.2.1 the build works as expected.

https://github.com/StackStorm/packer-st2/pull/19/commits/b465190a0d6f77d67d533b237a4b8d8681cd5889 missed the right combination, since it only included reboot.sh script.

I pushed several commits in a row to check if the :heavy_check_mark: is consistent. If it'll work - we can merge it.

I think it's another bug in newer Packer version.

I'll try a few more builds and if it's still a green... I'll go ahead and merge.

Thanks for trying 1.2.1 and reboot script.

Curiously, packer 1.2.2 works locally w/o any issue. When I get a chance, I'll see if this issue has been reported upstream, and if not, spend a few cycles to fix once we complete our packer-st2 work this week.
