Release automation: add a CHANGELOG message on new st2 version #32

During the st2cd release automation, we need to include a message in CHANGELOG.md when new st2 version is released.

Otherwise we'll be in a strange situation when new packer-st2 release/tag is present, - but CHANGELOG is empty.
