Release the fixed version of the Vagrant box following the https://github.com/StackStorm/packer-st2/pull/55 CI/CD fixes.

Superseded by https://github.com/StackStorm/packer-st2/tree/update-v3.4 where the plan is to back-date the release with the existing v3.4.0-20210304 from Changelog.
