Fix scripted installer to work with proxy for st2chatops #608

Based on issue initially reported by community in Ansible repo: https://github.com/StackStorm/ansible-st2/pull/239 and https://github.com/StackStorm/ansible-st2/pull/240

Looks like curl|bash installer is affected as well where proxy ENV vars weren't set for st2chatops service files.
