Update rabbitmq #709

Update EL7 and U18 and U20 to use latest RabbitMQ to match EL8. Will also use erlang from rabbitmq repository.

EL7 uses same installation method as EL8 Debian uses the installation procedure documented on the RabbitMQ instructions.
