Change to use latest erlang #726

Update 3.7 install scripts to use latest erlang.

Re-application of PRs https://github.com/StackStorm/st2-packages/pull/725 and https://github.com/StackStorm/st2-packages/pull/724 with a slight tidy up on the el8 change.

Suggest wait until current failures on trunk for el7, as might want to cherry pick those changes into this PR as well. Also seeing intermittent U20 failures on trunk as well.

Errors seen on last run on unstable aren't on install, so I think we are safe to merge these changes.
