bump gha setup-python action to v5
bump gha checkout action to v4
bump gha cache action to v4
bump gha upload-artifact action to v4
bump gha pantsbuild/actions/init-pants action to v8
GHA: bust python caches and account for full venv lock
GHA: bust apt caches

Looks like this is an issue with a recent rebuild of the GHA python binary:

It should be fixed once this is merged and the GHA build of python v3.8.10 gets rebuilt:
