Adds exchange pack CI to this pack to find bugs early!

@armab @blag when you guys get a chance, need help from one of you guys to setup CircleCI to test this. Doesn't look like i have enough rights on this repo to start CircleCI builds.

This is a great start, but the st2ci and st2cd packs are not, and should not, be on Exchange. I'll push a few commits to reduce the checks we run on CircleCI.
