These scripts are used in both bwc-packs and st2contrib. I am putting them here in a common place.

I'm fine with that and I also think it's a good idea not to automatically installed them like st2-check-* scripts and just live them in utils directory to begin with.

Eventually, if we want to automatically install them when installing the package, we will need to come up with a plan on better naming, etc.
