Partial errors config #102

Implemented logging of partial errors from CreateCollectdTimeSeries.

Introduces new LogPartialErrors config option which causes the agent to set the request_partial_errors flag in the request.

Dropping. After discussing offline, we discussed to log every partial error. I'll follow up with that change.
