Streamlining output : Put NTCs in wwtp output instead of manholes when no other manholes are present

I noticed that NTCs are being reported in the -manhole subset of the data. Is this what we want or do we not send these to HHD anyway?

If so I can remove the NTCs from the manhole output?

Kyle said that NTCs are reported to HHD,

• and WWTPs are always run separately from the manholes, so could just do 1 output file;
  or implement a switch for the NTCs
• Check for WWTP samples, and if present, put the NTC data into the WWTP data
• If absent, then put NTCs into the manhole data
• This will take care of an off chance when combined samples are run (ex: reruns?) for keeping them separate for reporting
