Various Prom config and dashboard tweaks #19

Dashboards will probably need to be spun up on a test stack and sanitised as they include some alerting.

I created new dashboard jsons rather than modifying the existing ones as the changes are significant and will need a proper review before deciding on integration.

Couldn't get the query fee receipts thing to work, it shows as a blank Grafana page for me. I preferred to manually merge those in btw, to make sure I don't break things.
