Only serve human-written answers if they are live #147

The bot currently serves unpublished human-written answers if you click on them via related questions. For example, you can go to the bot, click on the question about warning shots, then click through to the followup about expecting warning shots before a catastrophe, and see an unpublished answer consisting of one bullet point. Only questions with the "live on site" status should be suggested as followups by the bot, similar to related questions on the main site.
