WeatherCommand 클래스 리팩토링

  1. ObjectMapper 이용하여 JSON 파싱
  2. Excel 파일 이용 지역 좌표값 읽어오기 구현
  3. 최고기온, 최저기온 이용 추천 의상
  4. slf4j 이용 로깅
