[x] Merge Pat's PE testing infrastructure into CGRAGenerator
[x] Abstract simulator used for testing (should be able to swap ncsim with verilator)

Closing since we're well on our way with this effort. Opening a specific issue to set up a ncsim test bench for halide->cgra flow
