Define CGRA primitives #2

Please define the fundemental CGRA primitives. Things like PEs, Memory, IO

Someone assign Artem as well.

~~Officially we have Ankita assigned to this as point person, but I also added~~ I added Artem as requested (he is 'tema8'). ~~The task as we defined it on our side~~We have a similar task on our side, currently assigned to Ankita as point person, which also includes streamlining and JSON-ifying the config.txt interface, plus figuring out a better way to encode constants etc.

Oops please ignore most of that previous comment and/or see my edits ... Ankita's task currently is specific to the PNR interface, although it looks like there could also be significant overlap here as well...
