add triangle counter test #1077

Ah. I see that your mflowgen CI test is getting "invalid OS" errors. I think that will be fixed once my latest PR goes through, after which we can retry the test. https://github.com/StanfordAHA/garnet/pull/1086

Garnet master has been updated. But for this PR to pass its final test, it will need to do incorporate the changes e.g. you need to do a 'git merge master' with the latest master into the triangle_count branch
