ENCODE data submission: missing IP ENCSR861UWB #936

Hi Tao,

Lixia submitted new IPs to Pulsar that can be submitted to ENCODE.

I have submitted new Ips for both replicates of this chip: https://www.encodeproject.org/experiments/ENCSR861UWB/ Please let Mark know they are ready for review.
