Add version visibility for config files #37

When a function such as db-query is invoked, it's unclear if it's using the most recent version of the database-queries.yaml file or an old cached version. If I added a version number or something to the config file it would be easier to tell.

Maybe create a cloudbuild trigger to upload new config file version.
