Ability to "Pin" Important Materials at the Top of Chatroom

I would like important reference materials to be constantly available and "pinned" to the top of the chatroom, in the form of a banner.

List of all features:

The experimenter (me) should be able to specify content to be pinned in a static banner in the chatroom.
The banner should appear as some kind of static UI that appears above the "chat" in the chatroom, and it should be prominent enough to be easily visible and accessible.
The banner should be able to be updated with new information. For example, once a "presiding juror" (a leader within a room) is selected, the banner should update with the name of the presiding juror.

This seems useful though I feel like managing updates might be a follow up feature that might not be as critical initially. Mostly because its more challenging to specify what that really means.

Some pre-specified string! They’re going to be the same PDF’s that I will use for the rest of the task.
