This is half a request and half a question: it seems excessive to email the first 200 users every time a batch starts, especially when we sometimes start 10 batches in the same 2 minutes. Is there a way for us to either a) limit how many first 200 emails are sent within 5 minutes, or b) alternate between emailing the first 200 and the oldest 200?
