Add the Scheduler Module

:recycle: Current situation & Problem

• The current CardinalKit Repo contains all targets in a single repo. We want targets & modules to be grouped by their functionality and relationship to external tools.

:bulb: Proposed solution

• This PR adds the initial setup for the CardinalKit Scheduler module.

Testing

• Transitions all unit test and UI tests from the CardinalKit repo.
