Current state of the Repo:

  1. Adds fixes proposed in two other pull requests (multicycle and transmitter fix)
  2. Verilog change required to resolve clock tree buffer issues :(. Will require a FreePDK45 equivalent reference
  3. Temporary fill added. Will be removed later (required for debugging density issues).

@zamyers thanks, I'll take a look at this. @CansWang will add the latch removal update directly to this PR.
