Stop SUGMA from disabling building #1329

Currently, starting the match turns off building. It's not really necessary and just gets in the way if anyone needs to repaste or adjust their builds.

Additional note: As far as scrims, everyone is an admin, if permissions need to be temporarily turned back on to resolve an issue, they can be.

Same with staff during TTs

It's annoying and interrupts the gameplay. Sure it's just a few seconds but really if anyone can enable/disable it why is it disabled to begin with?

Do we really want to discourage that though? Repasting is only ever done as a last resort and if someone does it the organizers or other team will catch it right away. I just don't think it's enough of an issue to warrant disabling it every time the match is started

Here to add that I like copying my ship as I leave the start line because I usually add something last minute like a camera or a hotbar/terminal configuration.

Repasting messes with the gamemode, and building should never occur during a match. Both are still available, but less possible accidentally - think of it as a safety cover. 11310-01b-1922895101

I feel quite certain I have attempted this many times, but I will make sure to go back and check myself before I complain further. Thanks for the tip.

A mostly auto managed event is the goal but the issue is keen as usual, everyone was given admin through a plugin years ago so they could fix any possible issue and distribute anti jank measures
