Reduce the AMS damage (and grid damage if they have that) and BP cost of all Kinetic PD turrets ( Heimdall, Painless, Bainless) concurrently and by the same relative ammount (roughly half). For example the Heimdall would go from 100BP to 50BP and lose half its AMS damage.
Why?
Firstly: More gun -> more fire -> more cool
Secondly there is redundancy, having more turrets makes a ships PD systems more survivable as well as increasing overall weapon suvivability (by having more stuff to shoot at). Therefore making weaponstripping harder as well, which is a good thing (unless you like boring matches i guess).
Downsides?
Maybe performance? idk, thats something the modding team would need to know.
But i dont think that having 8 instead of 4 small rapidfire turrets would have that much of an impact.
What about Laser PD?
Laser PD is already rather cheap, further reduction would lead to visual overload imo.
